9 yrs old girl, she lies, she recently got caught taking money and now writing on the school bathroom wall?

This is my granddaughter who has been with me since she was born. she is in accelerated cles. She does not lack attention. I have restricted her from video games, tv and any activities other than going to school and her afterschool program daycare. I can't understand why she is behaving this way or what the best actions are for correcting the behavior.
